*Poison weapon change - Poison weapons are strictly limited because, well, they are quite powerful in instances they work.

*Exam container keyword - Just because you know you have something in your container, doesn't mean it's the first thing you'll see. If you want to keep a lot of stuff, be prepared to look through it.

* Allowing non-TS member a chance to come in during the meeting and explain their idea (more details to follow on this)

Fails:
* Deadly and peaceful multiplay, sent to PkC so they can review it.
* Class experience amounts. This was an idea to change the current way that the different classes gain experience. It was felt that the new way would be harder for some classes to gain experience and the current way is fine.

We have decided to allow non-TS members to be able to come to the meeting and have a chance to explain their ideas. This will only apply to the more  controversial ideas that require indepth discussion or ones that we aren't too sure about. If we need further clarification about your idea, we will send you a mudmail no sooner than 4 days before the meeting requesting your presence. You don't have to come of course, but if you do, we will bring you in when your topic comes up for discussion.

I'm sorry, but if you are in a different time zone and can't make the meeting, then your idea will just be discussed as normal.

Fails:
* Making illegal pkill impossible - Illegal acts are at the discretion of the player and should not be coded impossible just to safeguard people from breaking the rules. People can use their own judgement on violating the rules of the game.

We also discussed the use of this TS board when debating ideas. You are free to respond to ideas or someone's points, as you are on counciltalk or elsewhere, just make sure you are addressing the issue and not the people. Just use tact.

As far as online forums go, whether it is busy or not, all of you need to be using them at least once or twice a week to at least make sure you know what is going on, if anything. It does not take long to check now and then.

Updates for Aug 18, 2003

-New DH Potion - a 2x cure critical potion that costs much less than the heal.
-Shops reverting to old state (players can buy all) but things they can't use  are marked with a *
-Increase in general economies for some of the more gold used areas.

-Lowered cost of arena heals - I asked about this since we had just submitted something similar and was told that if people want to have the advantages of a pkiller then they should make one. Pkillers have many disadvantages - they can't multi, they can't be helped by peacefuls, they can't get imm crs, etc, so the advantages they do have are to remain with them.

-Adding a tax/rent charge to houses and apartments. This failed because it was felt that people pay enough already to buy one and it would only cause to anger people. There can be other way to get around the poor gold economy.

-Allowing of rapid submission of leveling areas into the game that contain no eq etc. It was felt current ingame areas could be fixed to overcome this problem. (if you feel an area is a potentially good leveling area, but needs some minor changes, please give a list of these areas to your TS rep)

new to the game
* Facial feature modifications - on hold, already in the works

Fails:
* Config +honor echo for people entering an arena - This was seen as causing more cases of unwanted pkills than anything else.
* Guild/order bank - This has come up before more than once recently and is always denied.
* Joint bank accounts between players - This has a lot of risk for abuse and theft and more problems than any convenience it might bring.
* Group gohome command for home owners - Gohome is a privilege of a home owner and this would create problems of unwanted guests.

As a reminder our open meeting is next Monday, and we have moved a few of the
other clear fails off the board to have a clean agenda for the next meeting.
Please remember that our meeting next week should be conducted as if there
was nobody present, ie. putting our discssions on counciltalk is a nono this
time :)

* Getting a new set of keys for housing - Since keys for locked doors have their own vnums in building, to redo the key vnum everytime would be a very messy building problem, so this failed.
* Sanctuary/brew shrine in Darkhaven - This was offered as a shrine for a specific brewing character, and although brewing for the public is good it is not something demanding an actual room.
* 'Buy It Now' price for auctioned items - Use the traffic channel
* Setting the bid increment on an auction - This has abuse of people making it much lower than 10k and continuing auctions forever.

Thank you to everyone who came to the public meeting, we had a very good outcome and personally I think things were a much bigger success than last time :) In my opinion, allowing the observers to cast a final vote for the practices proposal was a great idea for involvement, and things otherwise were quite smooth (excusing the couple interruptions :P)

What did you all think about it? Post your feedback :) Unless otherwise changed our next public meeting is 8 meetings from now, so that would be November 12.

*Increasing gold in economies - Just because gold is getting spent more freely, doesn't mean we eed economy boosts. We want the economy to stabilize - adding to it will just further inflate the gold. However we are curious to revist our economy and will look to doing that.

* Changing stats on Cloak of Royalty - Equipment should not be changed only on account of a mob being upped, so we do not see good reason to change the item.
* Recharge mana and ball of light prog added to Sonoria - There are shops and other bots and players to provide these things. Players can sleep for mana.
* Improving academy wristwear - We feel academy equipment is designed to give a player a well-rounded start, not necessarily ideal stats. There are many ways to improve stats even at low level. This does not seem a huge cause for change.

Uilisia's mob statistics for Lodd will be attached to Angelea's rewrite. The drinkcon fluid proposal will be put on hold for one more week and if the author cannot be contacted for more info, the proposal will fail.

No meeting next week for Canadian Thanksgiving :)

*EQ Status - it was denied was because the idea of constantly handing everything to the players will eventually result in the game becoming complacent and boring. We need to maintain some degree of risk. The pros for this idea weren't more than 'because it would be easier than examining'.

*Unscrappable notes - they are paper.. enough said.
*Change to prac list - There is no way to break the list down the way they have asked for it to be broken down. The list is sorted based on components within the slookup for the specific skills/spells. To change the way it lists to be even close to what they are asking for would require a complete rewrite which isn't deemed necessary at this point in time.

Fails:
-Changing two handed from a skill to a weapon type. Weapon types can be short, long, bludgeons etc..a two handed weapon can be many of these.
-Adding a back wear location to silken scarves. Scarves are not worn generally on the back, plus it would have a stat in a generally statless location.
-Not allowing bids for homebuy in the last 5 minutes. The last 5 min. of biddin for some are the most exciting and the proposal would simply move the actual last 5 minutes of bidding, back 5 minutes. in essence, making it useless.
-Changing the messages on drinkcon, so the actual liquid gives the specific message bout the drink. It was felt that this was alot of work and people were happy with the way things are currently.
-Mobs being able to detect sneak - this would involve a great deal of changes to the game, and sneaking past some mobs was never intended.

*Yelling in Arenas - PKC was consulted on this one because it directly involves them. Yes, deadlies only wartalk when they are attacked and in an arena they do not yell. However, the instances of peaceful versus deadly fights in the arenas are pretty slim. We shouldn't disable wartalk in arena's and conversly if we coded deadlies to yell in arena's as well as wartalk there would be more spam. This is not seen as being needed at this time and as such CoE has denied it.

- Making a pass to allow nonmembers into guilds and orders. This failed due to possible abuse, privacy issues and many guilds and orders already have rooms for non-members to visit.
- Allowing people to enter lizardman ht at will. This failed because it wasn't fair to the remaining lizardmen left in the game to have their ht overrun.
- Making all noterooms nodrop. Failed because people couldn't sac quills etc
- Adding a pkill flags to houses. So much potential for problems with it.

Clear Passes:
* Druid Meditate - success rate would be affected by druid's wisdom
* Helpfile for glow and hum - rewrite
* "Charm" flag for mobs - would help players know when a mob is charmed
* Rename curse social to swear - would be more appropriate since the social says "You swear loudly, etc..."
* Auction (bidding up prices) - This would stop players from bidding up prices on items they are auctioning using alts.
* Leveling - exp gains and losses would be affected by wisdom for characters above level 40. The IP check of 1 in the room would also affect this.

Clear Fails:
* Spectate - It was felt that this would be an invasion of privacy to those being spectated. Also there was a huge risk of those in battle being harassed by spectators in tells.

Clear Fails continued:
* Victories & losses shown for Guilds and Orders - It was felt that this is a perk that is enjoyed by PK. Since guilds and orders do pk's amongst themselves for fun and practice, they can keep tabs of their own wins/losses.
* Buying housing with glory - This was denied as it would render the value of glory to that of gold and give it too much of a common definition. Glory is gained with hard work and used for equipment and character upgrades.
* Disarm lag for both disarmee and disarmer - This would make it almost impossible for runs to be done as they are now. Too many complications would ensue from this proposal.

Rewrites and Proposals moved directly to VC:

* Helpfile for Hum and Glow
* Raising of maximum buying amounts in shops
* Remove no-drop flag from elf hometown shop
* Deity helpfiles referring to each other

Edmond noticed the proposal we moved to VC about Experience loss on death being affected by Wisdom. This has been in place since smaug 1.4. It already is modified by wisdom on experience lost at death and experience gained at level.

*Lodd fix - The CoE sees nothing about this mob to indicate that it cannot be solo'd. The huge damage noted is about 200. If we are missing something please point it out to me.
*Housekeys noloot/noauction - Housekeys will be made noauction as soon as we code in the noauction object flags ability however, we do not agree that housekeys should be noloot. If you put it on a deadly then that's your risk.

- Being an athiest and having no deity.  It was felt that people could devote none and the same thing would basically happen, and it was also felt that the disadvantages far outweigh the benefits.

Remember - Next week is the open meeting and the hotly debated topic of twohanded skill, Nasr and all that will be fully discussed there, Going to leave all such notes and ideas on it for the discussion at that time to truly get a wider perspective on this idea. Please remember to talk to as many people as you can to get their opinions on this subject (everything about this subject too please).

The entire meeting consisted of a discussion of the Two-handed skill. The floor was opened to all attending the meeting, TS members as well as non TS members had a chance to give their views on the subject. A vote was taken on the subject with the resulting votes being very close to each other.

The conclusion of the meeting was that we will revisit the subject in a month's time at the next open meeting. During this month, test the two-handed skill fully at all levels, using different two handed weapons.and bring back the results of your explorations to show at the next meeting.

There are no updates from VC/CoE this week.

Passed:
* Remove enchantment proposal - This would permit a magic user to remove the enchantment on a weapon that was previously enchanted by another.
* Modify Disarm - Would stop mobs from disarming when they are not wielding a weapon.
* Sea elf vampire - Let sea-elves have access to being vampires.
* Star signs - Two choices - rewrite  One choice would be to have them assigned on character creation with no affects. The other choice would be to have them assigned by Juneo once a mini-quest would be completed and brought back to her. This last one would have minor affects given with the sign.

Fails:
* Disarm proposal - it was felt that this version of the disarm proposal was too vague. An improved version was passed to VC.

Proposals on hold till further clarification:
* Colorising Leader's ranks - would give specific colors to the rank of each leader type.

About voting on proposals in this council. People need to vote based on what is good or not good for the population or the particular group of people that the idea pertains to. We don't vote solely using personal opinions, but we must as Symposium members take the view of the entire mud. We also cannot consider what CoE/VC will think or the time involved in various projects.

Updates from VC/CoE.

Passed by CoE:
* Static lot numbers for housing - a number would be assigned to each house up for auction. This number would remain with the house for an extra 6 to 12 hours after the bidding is closed on the home to prevent misbids from happening.
* Help Date file
* Helpfile for Glow and Hum
* Changes to Bodschek - The mob who sells painting of areas in Darkhaven. His directions will be updated. He will also give out information about area locations in geos and other goodies. A great help for newbies to the game.
* Deity Helpfiles

Denied by CoE:
* Change to list - We don't want to get into the habit of making everything as base as possible.
* Maximum buying amount - 20 is a lot, 50 is crazy.
* Spell duration - Lot of coding work for a little reason.

* Colourizing the ranks for leaders - colourized ranks were made
specifically for deadlies to identify one another quickly. Therefore, having different colours for various ranks for all leaders would lead to confusion and take away from the deadlies ranks.

* Herbs - Smoking herbs will give affects to user

Denied by CoE;*Command to force players to leave a house - They need a key to get in, we assume you invited them it's like trying to get rid of in-laws.. very realistic. In all honesty, we just don't see the need for this.

Denied by VC;*Purge house key;

Both of these were denied in march/2003, which I know was more almost 9 months ago. But they are pretty adamament about not changing the locks, or forcing people out, etc.

Proposals - Passed
* Drunk text on Avatar - rewrite
* Drunken coin drop - A drunk player will stumble into objects and drop a few coins and possibly sprawl out haphazardly. More realism to the art of being drunk. - moved to on hold to VC.

Proposals - Denied
* Discussion Format - It was felt that the present format works well as it encourages free thinking and brainstorming in open meetings.
* Meeting Structure - The Symposium will always have meetings to foster working together and bringing thoughts and ideas forward to be discussed in a meeting format. Using only the forums and noteboard would destroy this spirit of fellowship working together to the betterment of this game.
* Change to blind - It was felt that being able to quaff potions while blind would imbalance battles too much.

Don't forget that next week is the open meeting. At this meeting we will revisit the two-handed skill and weapons used. ie: Nasr. Please prepare your arguments for and against any proposed changes as the floor will also be open to the public at large.

For those posting minutes, make sure to remind your organisation members of this meeting.

Clear Passes:

* Ambidexterity - Skill used with the dual wield skill - would enable users
to hit equally well with both weapons. - rewrite
* Whois brief - toggle for whois so you don't have to see the full bio
* Minor change to Starlight - make it level 1 so anyone can use twilight's
beacon irregardless of the level of the caster
* Change to Pets - pets could be ordered to go in directions

All of the above passed proposals will be moved to On Hold to VC.

Clear fails:

* Change to note vote - to allow voters to recast their vote. This was
denied in the past 6 months at VC/CoE level. It will not be covered again
for a while longer.
* Lowering the level of pvm for the two handed skill - It was felt that it
is fine the way it is now.
* Lowering the damage for Nasr - It was felt that this weapon was fine
the way it is now.

No updates from VC/CoE this week.
