*TS - HP/Mana glory on Characters - The general feeling was there are some avenues out there to change bases, such as the Deck, but we don't really want it to be something that is being changed and mucked with. And we also felt it was unlikely someone would make use of permanent character change at such a high price. 10 hp on an item or 2 permanent on a character, most will go for the item.

* Allowing Limited Higher-Level-Eq Holding - Proposal to allow characters to hold items up to 5 levels above their current level without loosing them during log off. The exception would be level 51+ items. This would benefit lowbies by allowing them to plan for the future.

* Blocking for the Tank - Proposal to allow block to be targetable on any character, thus allowing a single tank to have several shield blocks against attacks. However the chance of blocking would decrease for non-tanks as would their weapon percentages.

* Give Paladins Scan - Proposal to give paladins scan at level 38, a common skill to all other fighter classes.

* Improve Grasp Suspiria - Proposal to increase grasp damage by 50%. Also, when attacking at night time or in a dark flagged room, it should have the added side effect of gradually affecting the targets mental state.

* Erasing scribed scrolls - Proposal to add the ability to 'Path of the Quill' mages to magically erase a scribe scroll producing a blank scroll. This could possibly include a spell component like magic dust.

* Expanding Housing Options - Proposal to expand housing options as shown: Create 3 more types of house. These houses would range over room-number, and weight holding ability. Below are listed the three proposed, as well as the old two.
Apartment: Zero weight allowance, one room limit. (currently in effect)
Condominium: 1000 weight allowance, one room limit. (proposed)
Townhouse: 2000 weight allowance per room, two room limit. (proposed)
House: 2000 weight allowance per room, 5 room limit. (currently in effect)
Mansion: 2000 weight allowance per room, 10 room limit. (proposed)

* Drunk Speech Modification - Proposal to make drunk speech modified on the sending end. For one, because then everyone else will get the same slurred message (and can all laugh at the same thing), and two, cause it'll save on processor time as only one modification need be made, making the world a little less laggy because of drunks.

* Organization News - Proposal to give organizations their own news system similar to that of the normal Realms news.

* Barbarian Proposal: Resist Non-Magic - Give Barbarians a resistance to non-magic for the same amount they are susceptible to magic.

* Barbarian Proposal: Sixth Attack - Lower the levels at which barbarians obtain the melee attacks, and stick sixth attack at 50%-60% somewhere at a level towards avatar.

* Barbarian Proposal: Damage Soak Ability - Give barbarians a damage-soaking skill, working much like the Nephandi's anaesth called corybantic rage to fit in theme with the other rage ability. It should be a skill a barbarian would have to manually enter, and last for about 500 or so rounds. While active, this skill should soak all types of damage due to the barbarian being too frenzied to realize/care about some damage taken. Currently it is suggested that this ability would soak around 15%-20% damage.

* Barbarian Proposal: Free Trip to DH - Add a non-magical creature into barbarian town that flies/rides a barbarian to DH.

* Barbarian Proposal: Lizardmen - The story in the lizardmen help file states that the black magic from the Tower of Despair poisoned the lizardmen breeding in their homeland, causing them to die out. Well, Barbarians live in their own little world away from the rest of the world, and thus, barbaria lizardmen would've avoided the Tower of Despair catastrophe. So, bring Lizardmen back, but only make them available to the barbarian class.

* Barbarian Proposal: Charge - Proposal to lower the lag time on charge to that of a vampire's grasp attack.

* Breath Attacks Proposal - Make the other breaths have area attack so that builders can have any breath attack as a hp-based area attack.

* Reduce Lag Time for Nostrum Proposal - Proposal to keep the casting cost unchanged, but to reduce the lag time on the skill so a character can use the skill as if the character had quaffed a heal potion.

* Stopping auto-deletion for characters with glory - It was agreed that all characters should delete at SOME time if they are not being used or logged.

Allow Limited Higher-EQ Holding
- One immortal believed that 5 levels would be too great a range, and that 2 or 3 would be sufficient.
- One posted that it is not a big issue for most lowbies, and they should earn the benefits of levelling.
- Another said that newbies already have trouble carrying everything they want and that this would just enable the to carry more junk than they can sort through to find what they can use.
- It was also pointed out that this circumvents the levels of items placed in stores, and of potions, so that for instance, a person could hand level 10 potions to a level 5 character, who could then use and keep them without troubles.

Blocking for the Tank
- The consensus was that in battle, a person can raise their shield but they do not have control over what blows you block... blocking is raising your shield to protect yourself, and if the attacker is not attacking you, the blocking does no good.
- It was also pointed out that blocking would probably have to be completely recoded to make this work.

- Give Paladins Scan - It was generally felt that Paladins should have something different created for them, rather than just being lumped in with other warriors. Some ideas...for only-daylight-use, sensing evil nearby, or having it only work for one or two rooms.
- Expanding Housing Options - Creating larger, better houses now would instantly devalue all existing housing, highly unfair to people who have put everything they own into getting one. The problem itself is minimal, as housing is meant to be auctioned, and will likely always be expensive.
- Organization News - Noteboards are enough to get news to various Orgs... An org news system would probably either not be used extremely rarely, or end up overused and be little more than another noteboard. It would also be open for abuse by conflicting factions within an organization. It was recommended that Orgs can make announcements in the Cry of Despair.
- Breath Attacks - There are already commands a builder can use to achieve these affects, without changing breath attacks.
- Reduce Nostrum Lag - Not everyone needs to be great at everything. CoE has made their decision on what Nostrum should be like at this time.
-Barb - Resist Nonmagic - They are just humanoids who chose to live apart, not specially imbued. Also, this would detract from any resistant eq that any builders could make for them.
-Barb - Sixth Attack - Barbs are not necessarily better fighters than other classes, they fight differently. A properly trained warrior would be most likely to have 6th attack, while Barbs might hit less frequently but harder.
-Barb - Damage Soak Attack - Can't see any reason that Barbarians would be soaking up attacks better than other players...they are regular races, not super-people. Also, they get high hp, which should help them going in fights.
-Barb - Charge - Someone mounted on a horse would not be able to get in and out of fights faster than a thief circling. One Imm thought that making it an even longer lag (with more damage) would be more appropriate to the skill.

* Changes to Path of Defense - Proposal to make the following changes to Path of Defense (Elemental Mastery to give the %5 percent resists, Prismatic Shield spell to give the shield spells. Also suggested that Confidence and Elemental Mastery grant double the resist %'s for casting on the caster, normal for others.)
* Changes to Path of Prowess - Proposal suggesting the following changes to the Path of Prowess. Avoid to Combine both the effects of avoid & deflect for 95% on parry and dodge. Deflect - should be recoded at add % chance to reflect the melee attacks back at the opponent. 10% + their luck as %. Imbue Element - New spell that imbues a magic weapon with an element affect for 'x' rounds. (fire, cold, etc.) X rounds dependent on AC of the element. Requiring elemental component.
* Checkweight Housing Command - Proposal for the addition of a checkweight command to allow the owner of a house to check their current weight.
* Changes to Path of the Elder School - Proposal suggesting the following
changes to the Path of the Elder School. Allow multiple beacon's to be
placed (limited by the characters intelligence, up to a maximum of 5).
Such beacons would be removed by a reboot. Syntax for traverse would be
traverse 1.beacon, 2.beacon etc. Make lightning breath an area effect
spell. When an elder school mage uses astral walk/portal, these spells
ignore the astral disruption/adjacent geo rule and will work from
anywhere on the mud, provided there are no noastral/noportal flags.
* Changes to Path of the Quill - Proposal suggesting the following change to Path of the Quill. Addition of spell Projected Casting (level 36) that improves the casting speed of recited scrolls dependent on the characters intelligence. An intelligence of 25 would result in almost no lag.

* Buffer Proposal - Proposal to increase the buffer size for the note editor to be at least double its current size to reduce the quantity of notes.
* New Augurer Skill - Backlash - A physical attack skill, this skill gives augurers the ability to deal significantly high damage from a non-magic skill, whilst weilding a whip. Damage for a well-equipped augurer should be marginally lower than smash and dependant upon level and dr. The attack also flags the target with a 'coiled' affect, which lasts 1 round. This flag will renew with successive backlashes. If the target flees, whilst affected by backlash, there is a chance the Augurer will be dragged along with them.
* New spell - Deathsphere - Proposal for a Nephandi/Cleric (evil only 'elemental shield'-like spell, just like acidmist, shockshield, etc., except the damage type is unholy. This skill reduces the characters mkill count by 10 every time it is used. The caster must have 10 mkills to use it.
* Spell Rewrite - Herald Death - Proposal to change the spell as follows. The spell sets a timer for approx 10 seconds. At the end of that time, if the character has not died already, the character will be slain. If the character dies before the time expires however, it deals an area effect spell, causing damage to all mobs and pk flagged players in the room. The lower the timer has gotten to, the more damage. Damage should also be modified heavily by luck.
* New housing command - sendaway - Proposal for a 'sendaway' command, for the owners of the house/apartment to send away people from their house.
* Discounted glory, for owner-tagged items - Proposal to give discounted prices for players who want to add glory to an item but are willing to have that item ownertagged to that char rather than just a glorytag.
* Modification to the ranger spell, woodland harmony - Proposal to change woodland harmony so it doesn't cause a fight, unless the character has a low wisdom or they fail.
* Making aid use-able in combat - Proposal to change aid's MinPos to evasive so that it can be used in battle.
* Removing needless spam protection - Proposal to change spam based auto-quit so it doesn't work if you are using an slist skill, and fighting. It's annoying when you miss a quaff, and can actually get you killed on runs where every heal or attack counts.
* Proposal to make high con clear stomach quicker - If a full character _doesn't_ drink from a spring, it can take up to 10 - 20 minutes to completely empty the stomach. Proposal: The higher a player's constitution, the quicker this time period of 10 - 20 minutes passes.
* Pet Extra Attacks - Pets and charmies should use their extra attacks and defenses while they are pets or charmies, such as bite, claw, tail, etc.
* Pets in PK - Proposal to allow pets to be ordered to attack players in pk environments, such as against other deadly players, or in an arena with peacefuls.
* Firing multiple different kinds of arrows - Proposal: If 'fire' is used with THREE additional terms (currently it's only useable with two additional terms, direction and target, i.e. "fire <direction> <target>"), the system will parse the input as "fire <arrow> <direction> <target>". The current effect of use of fire using two terms will NOT change.

Fails

* New vampire skill - Tenebrous Teachings - Tenebrous Teachings would effect the feed skill, on a 5% chance to give a poisonous bite, and then on top of that, it'd hit poison saves/resists. As a side affect of the skill, the vamp suffers -2 dex of 100 rds. It was felt that this could overpower the class and bite should benefit the vampire but should not have a negative affect on use.
* New Ranger skill - Create Talon - Allows the ranger to create a Talon weapon from a talon/claw bodypart. This item should be owner-tagged. It was felt that the skill would be rarely used as the created claw would not be comparable to the talonous weapons already available at the respective level ranges.

* A fun storage proposal - A proposal to create a storage class which is accessible and available to those with both small and big pockets without having 'online' resources taken.
* Vampire: Potence - Proposal to increase the duration of potence to at least 50 rounds. In addition, allow the skill to be used in any style, including berserk.
* Paladin Scan - Survey - Proposal to give paladins a scan equivalent skill, called survey, that lets them see the alignment of the being, and the intentions of the being, but not the name or description.
* Divination addition - When an augurer cast divination on an item, and they were in the area from which the item originated (the vnum matches the range of the area), the augurer gets a "The aura of <item> seems to fit in here" with a percentage equal to their luck.

* Druid: Boannaich Nadur - Proposal to increase the duration of boannaich
nadur by at least 70%.

* Garnering Information from Liaisons - Proposal to create a forum thread in which members may post questions pertaining to current, past, or future proposals and ideas, to which they wish liaisons and/or CoE to respond. Each week, unanswered questions will be written up in a note and passed upwards. If questions can be answered at a liaison level, they can be, and those remaining are to be passed to CoE. The responses are to be posted at the following meeting, or a note is made that the immortal councils require more time to research the answer and will post the following week, or after a specified time. The questions may be refused due to confidentiality of code or current immortal projects. Questions which are not refused are not to be left unanswered without a time line for an answer.

*Leadership Proposal - Choosing who leads a group based on stats is not the best way to pick a leader. Nearly all chars in game will have low cha, many will have other low stats, chosen to make them into better runners. Some races and classes would never be good for leading, and many current chars would have to be remade. The knowledge of the run, experience, and preparation, make a good leader. This would make runs more confusing, trying to calculate out stats for bonuses. Also, reducing the current org-leader bonus is a step backwards.
*Storage Slaves - Distasteful to be encouraging slavery. This would have a very negative effect on levelling and on low-stat chars, people would just gold to buy a slave instead of levelling one. Only elite characters would be worth buying since nobody would need storage chars anymore, removing a source of income for people. Part of the game is managing what you can carry/store, and making this too easy would encourage people to stash more junk. Everyone is equal in being able to make storage...no need to give options to richer folks.

* Posters of Notes/Mail - Proposal to make it so that the name of the person who FIRST mudsigns a note (the first person to post it) should be saved with the note and never changed.
* Owner Tags on Different Items - Proposal for further advancing the use of owner tags on items besides holdable items. These should not affect the game currently, but will expand possibilities for builders/imms using an already existent variable. Examples include: containers, key, drinkcon, switch/lever/pullchain/dial/button, trap, piece, portal, etc.
* Staff/Scroll/Wand Lag Modification - Although TS was not able to agree on exact formulae, it was generally agreed that that staff timing range from 1.0-3.0 rounds, and scroll/wand timing range from 0.6-2.0 rounds. It was also determined that these effects be determined by a combination of wisdom and intelligence.
* Allowing Multiple Pets - It is proposed that characters be allowed to buy, own, and have saved in their pfile, more than one pet.
* Show align restricted spells/skills on slist - This proposal is to change slist so it shows all spells and skills available to a class, but the ones which wouldn't be usable by the character at its current alignment would have the number after the percent sign greyed out to denote that. The practice screen would be unaffected and would continue to only show skills and spells which can be or have been practiced.
* Kindle fire changes - The following effects and changes be enacted to 'kindle fire' Only one kindled fire may exist in any one room at any time. If 'kindle fire' is used in a room with a kindled fire, the skill will fail. Kindled fires will be given a 'stoke fire' command program that will use a fuel in the character's inventory to extend the life (timer) of the kindled fire. All characters and mobs in a room with a kindled fire gain +10% resistance to cold.

*Improve Grasp Suspiria...send back for rework. MST affect is a non-starter for just about any skill/spell. Also, would rather revisit the formula than give them an insane boost at night.
*Directional Flee. This is too powerful, even with the percentages. It makes it far too easy to bypass certain mobs that aren't meant to be bypassed.
*Ruinous Fate. The MST is something that is very rarely affected by spells, and CoE does not want to make more spells tampering with it at this time. Also, if you want to propose a PK single target spell for augurers, you should do just that, limiting it to pkill.
*Fan of Knives. Felt that thieves are in quite good shape and don't need what amounts to an area attack.

A response from Kali about Lizardmen and their removal --
=========================================================
The original reason for removing lizardmen was that there were no discernible difference between any of the races, especially lizardmen. They were considered the most expendable as their stats were so horrid that no one bothered with them.

The only reason they've become popular obsessions is their removal. Putting them back is really only about making a handful of players happy. And once they're back, people will realize why no one used them before. Making them barbarians doesn't solve much for the original reason of removing them.
